About Teresa
Ms. Shea serves as President of Oplnet, LLC, a business that provides expertise and experience to help government and commercial customers improve performance in areas of national defense and intelligence, since 2022. Prior to Oplnet, she served as Vice President, Cyber Offense Defense Experts (CODEX) within Ratheon Intelligence and Space from 2019 to 2022.
Ms. Shea previously served as executive vice president of technology and a director of Cyber-Reboot at In-Q-Tel, a not-for-profit strategic investment firm that accelerates the development and delivery of cutting-edge technologies to the intelligence community and Department of Defense. She joined In-Q-Tel after spending 32 years at the U.S. National Security Agency (NSA) where she held several leadership positions, including most recently as the Director of Signals Intelligence.
Ms. Shea serves on the Army Science Board Intelligence and Assessment Committee as vice chair, the Georgia Institute of Technology School of Electrical and Computer Engineering Advisory Board, the Georgia Institute of Technology Board of Advisors, and the Cigent Technology Inc. board of directors. She also serves as an advisor to SandboxAQ and Altana. Ms. Shea is co-chair of the Cyber Guild Organization since 2024 and the National Cryptological Foundation Board since 2023. She previously served on the board of directors of ZeroFox Holdings, Inc. from 2024 to 2024.
Ms. Shea brings significant leadership and cybersecurity expertise in the intelligence and national defense industries to the Board.
Ms. Shea holds a bachelor’s degree in electrical engineering from Georgia Institute of Technology and a master’s degree in electrical engineering from Johns Hopkins University.
